Rabie and Viljoen creeping back onto site!
Building activity was seen to have commenced on Schulphoek property (18 Feb 2011) although no ROD has been approved. The ROD terminated on 1st September 2010 and instructions to commence a Public Partisipation Process (PPP) was issued by the Department of Environmental Affairs. For some reason the Overstrand Municipal manager saw fit to challenge the validity of the instruction (18 October 2010) Heaven knows why he should take on the mantle to defend the developer on this matter, particularly in view of the role of municipalities and their legal obligation, in terms of the Municipal Systems act (Chapter 4 16 - 22) to not only encourage but plan and implement public partisipation.
